implement time-codes (with frame numbers)

How about implementing time codes (HH:mm:ss:ff where ff is a number of frames) ? With conversion between time code and frame number ? That will be extremely useful for animators and film editors, where a precise number of frames is often necessary. Implementing the most useful frame rates (24fps, 25fps, 29.97fps, 23.976fps) should be easy.
